Black pantyhose or fishnets. Maybe sheer black leggings.Or a my chemical romance jacket over.

Go as a monkey, this way you can act out how you wish without looking out of place due to the costume.

You could easily make up a circus entertainer costume or ring master as well.

If you are trick or treating it will be dark out. Why not get some black yoga pants to wear over the tights? In the dark no one will really be able to tell. You can also layer another long sleeve tshirt under the black one you plan to wear.
